    PAT Testing Compliance Regulations

    The Electricity at Work Regulations 1989 apply to all work activities involving electrical equipment. These regulations impose a legal duty on employers, self-employed, and employees to manage risks arising from the use of electricity. Risk control measures should be proportionate and based on a risk assessment. This involves identifying hazards and implementing sensible measures to manage these risks in the workplace. (EAWR) The Electricity at Work Regulations, state that all electrical systems should be constructed, maintained and used in such a manner as to prevent danger and in consequence inspection & testing of systems (portable appliances are systems) is needed in order to determine if maintenance is needed. This must be carried out by a competent person ( A competent person is somebody who has had, and receives regular ongoing training) and is up to date with current PAT Testing regulations, set out in the IET Code of Practice for in service Inspection & Testing of Electrical Equipment.

    Duty Holder

    This is anyone (employer, employee, self employed person etc.) who has control of an electrical system. Control in this sense means designing, installing, working with or maintaining such systems. Duty holders have a legal responsibility to ensure their own safety and the safety of others whilst in control of an electrical system. Anyone who inspects and tests an electrical system is, in law, a duty holder and must be competent to undertake such work.

    Electricity at Work Regulations 1989

    PAT Testing (Electrical Equipment testing) is an important part of the day-to day safety of your workplace.

    The Electricity at Work Regulations 1989 (EWR) places the responsibility with the ‘Duty Holder’ to ensure that all electrical equipment is maintained in a safe condition to prevent danger from arising.

    “4.(2) As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger.”

    Maritime Electrical Services recognises its responsibility under the Health & Safety at Work Act 1974 and the Electricity at Work Act 1989 and its duty of care to protect all users of electrical equipment so far as reasonably practicable.  This includes all NHS employees, voluntary workers, patients, visitors and members of the public; from injuries or harm that has/may result from any failure/defects of Portable Electrical Appliances operating within all NHS Client properties.

    We will take all necessary steps as far as reasonably practicable to ensure that a suitable electrical inspection & testing programme is employed throughout all our NHS Client properties for the periodic inspection and testing of all portable electrical appliances to ensure they are maintained to a satisfactory standard, and are safe for use.

    We will also ensure that sufficient NHS PAT Testing controls are also in place to safeguard and give adequate protection to all persons against suffering the harmful effects of an electric shock and/or burns that may result in injury or harm.

    Portable Appliance Testing (PAT) renamed in 2020 to Electrical Equipment Testing (EET) is the term used to describe the examination, visual inspection & testing of portable or transportable electrical equipment to ensure its safe use, and to identify any hazards. this is a crucial safety procedure that involves the examination of electrical appliances and equipment.
